A recent update was published on the ODHS website regarding Rever Grand. We encourage everyone to visit the link and read the published release.
Before we elaborate on details of the release, we want to offer our sincere and heartfelt gratitude to our client families and Direct Support Professionals for making the choice to stay with Rever Grand while this matter is resolved.
In the update, we felt some positive components have been highlighted that are important for our client families and DSPs to make note of as we await further developments, and are anxiously waiting our opportunity to attend planned hearings that are soon to transpire.
Some of the important details published in the update are as follows:
“If you or someone in your family gets Intellectual and Developmental (I/DD) services through Rever Grand, this may affect you. Please note:

- You are still eligible for the same services through ODDS.
- At this time, you can choose to keep getting services through Rever Grand.”

“OHA could have required ODDS to stop making Medicare payments to Rever Grand, but it did not. Because Rever Grand has a large staff of Direct Support Professionals (DSPs) who serve about 1,850 individuals, OHA made a good cause exception to not stop Medicaid payments to Rever Grand for 90 days. That allowed ODDS to keep paying Rever Grand over the past three months. That 90 days is almost up.
OHA recently determined that the good cause exception remains appropriate.”
“OHA will evaluate the good cause exception as the situation develops. Unless and until OHA determines the exception no longer applies:

- ODDS can keep making Medicaid payments to Rever Grand.
- Individuals currently receiving services from Rever Grand can choose to keep getting services through them.”

With the recent messaging being sent to various families throughout Oregon who receive services from Rever Grand, we want to take a moment to stress that clients are always in control over who they choose to provide them with Community Living Supports. If you have any questions about what options are available to you, please feel free to reach out to your administrative staff at Rever Grand.
We also want to share our sincere gratitude to all the clients and families who have reached out with their concerns and continue to choose Rever Grand as their preferred Community Living Supports provider. We would also like to send our heartfelt thanks to our Direct Support Professionals who go out into the community every day to faithfully carry out our shared mission of cultivating personal independence in the lives of our clients.
While we pursue progress in seeking a resolution, here are some recent updates regarding Rever Grand and the State of Oregon:
- On 10/15/24, the State filed a superseding indictment with the court. This new indictment replaces the original that was filed on 8/16/24.
- Originally, RG was charged with 12 counts of Making a False Claim for Health Care Payment. They have now REMOVED the 12 charges and have come back with the new indictment; there are currently only 2 counts against RG.
- The two counts allege that RG failed to disclose information that was required on the ODHS Provider Enrollment Application and Agreement (PEAA) signed 10/29/21.
- The demurrer (motion to dismiss) hearing that was scheduled for 10/29/24 will now be an arraignment, meaning we will not have any updates.
- We have received no other updates from the State regarding any pending suspension of funds and our status remains the same.
Our attorneys are diligently working to resolve this matter, and Rever Grand will keep everyone updated as information becomes available.

We understand your concern about the communications you are receiving from the State. Rever Grand is confident that the allegations will be shown to be meritless.
Again, in adherence with our culture of transparency and honesty, you should know that no one has the right to interfere with your choice of provider or to impede or obstruct your care. This includes Rever Grand and as an existing client you can choose to remain with Rever Grand. Out of an abundance of caution, you may decide to sign up with a secondary provider. It is perfectly allowable to have more than one provider at the same time. This way, if at some point you should need the secondary provider, then there would be no interruption in your support services.
We greatly appreciate the support received from other Provider Agencies, and the community, advocating for Rever Grand and questioning these baseless charges. Fulfilling our mission is of the utmost importance – Rever Grand is here to support and serve our community, our clients, and our staff.

In adherence with our culture of transparency and honesty, Rever Grand is addressing rumors which have caused confusion and uncertainty amongst the IDD community in Oregon.
Misperceptions have been created about the indictment recently filed against the company. The charge is entitled “Making a False Claim for Health Care Payment” in violation of a specific criminal statute. The title is a misnomer. The statute does not contain the word “making”, or the word “claim”, or the words “false claim”. The indictment does not accuse Rever Grand of making a false claim for health care payment.
Instead, the accusation is that Rever Grand failed to disclose “the existence of any information” but does not inform Rever Grand why it had to disclose information what information it had to disclose and when it had to disclose it. One can understand why Rever Grand’s attorneys have moved to dismiss all charges for failing to give fair notice and for vagueness in violation of the state and federal constitutions and for failure to allege a crime. The Josephine County Circuit Court has not yet set a hearing on the motion.
The State has sent letters informing clients and DSPs about their choices for service, alleging fraud when no fraud charges have been brought or proven, and without providing Rever Grand due process. Rever Grand is confident that the allegations will be shown to be meritless.
