Rever Grand, Inc., a dedicated provider of care for intellectually and developmentally disabled (I/DD) individuals throughout Oregon, today announced the finalization of comprehensive settlement agreements with the State of Oregon. The agreements conclude outstanding claims without the imposition of any financial fines or penalties on the company.
The settlement agreement approved today by Judge Brandon Thueson of the Circuit Court for Josephine County, stems from an alleged failure to disclose a manager during a provider renewal in October 2021, under the company’s prior ownership.
Crucially, under the terms of the settlement agreement, Rever Grand will pay no fines or penalties. The company has agreed to implement several forward-looking compliance measures, including adding a new, independent board member and engaging an outside monitor to confirm that the company’s prior owners have no ongoing role in its affairs. The agreement resolves a single misdemeanor charge, allowing the company to operate without disruption or conviction.
The company also reached a separate civil settlement with the Oregon Health Authority’s Office of Program Integrity and the Oregon Department of Human Services’ Office of Developmental Disabilities Services. This agreement fully releases Rever Grand for the events that allegedly happened years ago prior to 2021 under the leadership of the former owners. Scott Mullins, the company’s lawyer said, “this was a unique and hard-fought case by both sides, but we’ve ended up at the right result.”
“Since taking ownership in January 2025, I have worked diligently with state agencies to address and resolve any and all concerns the State may have had with the prior owners and ensure no disruptions to the I/DD community we serve”, said Nathan Junkin, President and new owner of Rever Grand. “I took a chance on this company, but I recognize the need and support it provides for our I/DD families and community across the state. I believe in the good and honest people who work here. I am thrilled we’ve reached an amicable resolution with the State, as it allows us to continue to strengthen our communities and to provide growth and opportunities to so many people. We are looking to the future, not the past.”
With this resolution, Rever Grand can continue to focus entirely on its core mission: providing high-quality, compassionate assistance and achieving its full potential under its new ownership. In expressing the State’s support, Elizabeth Colgrove, Senior Assistant Attorney General and Special Deputy District Attorney for Josephine County said, “We want to see Rever Grand succeed.”

Rever Grand, based in Grants Pass, employs Direct Support Professionals who provide community support to individuals with intellectual and developmental disabilities across Oregon. In October 2024, a Josephine County Grand Jury indicted Rever Grand, along with its founder, Ray Parenteau, and his wife, Jolene Sesso, who also served as a manager of the company. The State continues to prosecute Parenteau and Sesso who are alleged to have used Rever Grand to funnel ill-gotten Medicaid funds to themselves. They remain charged with Racketeering and numerous counts of Making a False Claim for Health Care Payment, Aggravated Theft, Money Laundering, and Tax Evasion.
As part of the jointly recommended sentence Monday, the Court dismissed a second count of Making a False Claim for Health Care Payment and will hold the judgment on the first count in abeyance. This allows Rever Grand an opportunity to comply with an independent monitoring agreement. The agency will be overseen by a third-party monitoring company, paid for by Rever Grand itself.
If the company successfully completes probation and meets all the terms of the independent monitoring agreement, the State will ask the Court to close the case without a finding of guilt, as allowed under Oregon law.
This resolution allows Rever Grand—now under new ownership as of January 2025—to continue providing vital services to more than a thousand Oregonians with intellectual and developmental disabilities while ensuring accountability and oversight moving forward.”
